The Town of Milton is requesting Request of Qualifications (RFQs) from engineering firms (Consultants) for the planning, design and construction of Stormwater projects outlined in the Town of Milton's Phosphorus Control Plan. The Town is seeking Consultants with expertise in successful, practical stormwater infrastructure design, permitting, and project management for the implementation of these projects. II. PROJECT BACKGROUND The State of Vermont has designated the Town of Milton as a MS4 community requiring the Town of Milton to meet a phosphorus Total Maximum Daily Load (TMDL) goal by the mid-2030s. The Town of Milton completed a Phosphorus Control Plan (PCP) in 2021 that identified over 60 best management practices to achieve phosphorus goals. In the summer of 2023, the State of Vermont designated financial resources for MS4 communities to come into compliance and those funds need to be utilized by the end of August 2026. The Town of Milton is also implementing a Stormwater Utility for implementation in July 2024 to help provide a consistent funding stream to meet local matches to draw down state and grant funding. The Firm selected as part of this RFQ will assist the Town of Milton in implementing projects identified in the Town's Phosphorus Control Plan. Work to include, but not limited to, Planning Preliminary Engineering Reports Evaluation of Work Completed since the PCP was adopted Preliminary Engineering Design Obtain any required permits Environmental Information Documentation, including PCP calculations Final Design of stormwater improvements Consultation on Construction/Contractor RFPs, RFQs, or SOQs; These services may involve construction oversight, coordination or weekly project meetings, and coordination with the project design engineer, contractor, and Town. Provide Final as built drawings The expense of preparing and submitting an RFQ is the sole responsibility of the consultant. The Town reserves the right to reject any or all RFQs received, to negotiate with any qualified firm, or to cancel in part or in its entirety this RFQ request if it is in the best interest of the Town. This solicitation in no way obligates the Town to award a contract. The method of Contractor Selection has not been Determined at this time.
