The proposals should describe the Performance Contracting provider's ability to assume the role of an Infrastructure Program Manager to help Rend Lake College effectively manage energy and costs of operations. The College would like to implement a Life Cycle Infrastructure Program Management program where the College can consider alternative capital renewal strategies to maximize funding sources. The program should include revitalization of existing facilities through energy retrofits and facility improvements and extend to sustainable, renewable energy conscious designs for future capital projects. This should include, without limitation, costs for design, engineering, project management, installation, repairs, and all post installation energy auditing, monitoring or necessary maintenance. Rend Lake College is soliciting such proposals to identify a provider that will assist the College to accomplish the following goals: 1. IDENTIFY OPPORTUNITIES FOR ENERGY COST SAVINGS MEASURES 2. DEVELOP A CAPITAL LIFE CYCLE INFRASTRUCTURE MASTER PLAN 3. OFFER PROGRAM MANAGEMENT SERVICES THAT MAY INCLUDE REPAIR OR MODERNIZATION OF EXISTING ENVIRONMENTAL SYSTEMS AND EXTEND TO CAPITAL IMPROVEMENTS OF PLANNED BUILDING RENOVATIONS.
