The City of St. Charles, Missouri is accepting bids from qualified contractors or nonprofit/community service entities to remove trash during festivals. This IFB outlines the requirements for trash removal services within the specified festival areas. These services will be required on the dates/times listed in the Scope of Services, and will be managed by the Greater St. Charles Convention & Visitors Bureau ("CVB"). The term of the agreement covers only the 2023 Legends & Lanterns and Christmas Traditions festivals. Proper communication between the contractor and City must be maintained during the festivals to ensure that the terms and conditions of the contract are met. Contractor must provide name and cell phone contact for foreman responsible for crew(s) that will be on site during trash removal operations. The successful Bidder will provide manpower to remove trash within the specified festival areas. Festival areas include Main Street, in Kister Park, and at the Katy Depot (per attached map, approximately 78 total trash cans/barrels - 73 along Main Street & Kister Park and 5 at the Katy Depot). During each shift, the awarded contractor will be expected to remove and replace trash can liners in any trash can/barrel that is at least half full at inspection and transport to dumpsters at Bishop's Landing/Lewis & Clark Boathouse Lot for disposal. The awarded contractor will also be responsible for picking up and disposing of any trash/debris that is found in/on sidewalks, lawns, landscaping, roadway, etc. during trash inspections at each shift. The City will provide trash bags, gloves and one (1) utility golf cart for hauling trash to dumpsters.
