The City of Niagara, WI is seeking a qualified consulting firm to provide application assistance and engineering design for the construction of a Wisconsin Department of Transportation Bipartisan Infrastructure Law (BIL) FFY23 STP-Local Project. If the application is successful and WisDot approves the STP-Local roadway grant for the design and construction of the Niagara's roadway resurfacing project, the Engineering Firm will participate in the WisDOT consultant negotiation process for engineering and design services as defined in 23 CFR 172 for this contract, and, will be in accordance with the "Brooks Act" - Public Law 92- 582, 86 Stat. 1278 {1972}, 40 U.S.C. 541. Under the "Qualification Based Selection" (QBS) process, negotiations will be initiated with the firm for Phase 2 design and engineering services. The following information will provide consultants information to pre- pare a Statement of Qualifications. SERVICES: The City of Niagara is considering an improvement project on Forest Street to Hill Street (approx. .75 mile) and Hill Street to Main Street/ Hwy 141 (approx. .2 mile). The improvements will include paving of the existing road and repair to existing sidewalks. THE PROJECT WILL BE IN TWO PHASES: 1. Application Assistance Phase: Review the proposed project scope with City staff. Prepare maps and cost estimates for application as required. Prepare application materials for City signature and submittal. 2. Design Phase: This phase will proceed only if an application is successful and ap- proved.
