The South Seventh Avenue Road Project consists of providing asphaltic concrete (AC), aggregate base (AB), remove and replace concrete manholes, curb, gutter, valley gutter, sidewalk, handicap ramps, driveways, water service replacement, fire hydrants, butterfly valves, valve boxes, water services, meter setters, cross walk light replacement and miscellaneous appurtenances. Where a discrepancy exists between Federal and State prevailing wage rate, the higher of the two prevailing wage rates shall apply. In accordance with California Public Contract Code Section 20103.5, when federal funds are involved in local agency contracts, no bid shall be invalidated by the failure of the bidder to be licensed in California at the time of bid opening. The certified check or bidder's bond shall be given as a guaranty that the bidder will enter into a contract, if awarded a contract, and will be declared forfeited if the bidder refuses or neglects to enter into said contract within 10 days after being requested to do so. The successful bidder will be required to furnish a performance bond in an amount equal to one hundred percent (100%) of the contract price and a payment bond in an amount equal to one hundred percent (100%) of the contract price, said bonds to be secured from a financially responsible surety company, satisfactory to the City of Avenal, authorized to do business in the State of California. The Contractor shall commence the work within ten (10) business days after the date of the Notice to Proceed given to him by the City to commence work, and he shall complete all work within one-hundred thirty (130) business days after the date of the Notice to Proceed.
