Site work for a water / sewer project in Cathlamet, Washington. Conceptual plans call for site work for a water / sewer project.
Consultants in partnership with Washington Department of Fish and Wildlife (WDFW), to prepare plans, specifications, and a cost estimate package for the project to improve infrastructure and to accommodate additional production at the Beaver Creek Hatchery located at "28 Beaver Creek Road, Cathlamet, WA. 98612" in Wahkiakum County. The projects scope is to design upgrades to many aspects of the aging hatchery infrastructure including: upgrades to hydraulics and fish screening at the intake on Beaver Creek; stabilization and a potential fish weir installed at the intake on the Elochoman River; installation of a surface water treatment system; expansion of groundwater supply with additional wells; installation of a Partial Recirculating Aquaculture System (PRAS), upgrades to fish rearing units such as rearing ponds, raceways, and adult handling facilities; new and/or renovated buildings for the main hatchery building, fish management office, hatchery administrative building, storage buildings, pump building, and residences; upgrades to the pollution abatement pond; replacement of a hatchery access bridge with a pre-engineered bridge; and associated improvements to site utilities, yard piping, instrumentation and alarms, and electrical infrastructure. Upon successful completion of the design package, WDFW may request the selected firm to support bidding and construction activities. A predesign report for this project following guidelines from the Office of Financial Management OFM) was completed and sub- mitted to OFM on June 30, 2023. Design and construction will be completed in multiple; phases according to biennium funding updates. Between 2023 - 2025 the project is funded for the design and permitting process, with anticipated construction funding delivered during the 2025-2027 and 2027-2029 biennia. The anticipated budget for the design contract is approximately $1,800,000. QUALIFICATIONS: Experience within the last 5 years designing and constructing a Partial Recirculating Aquaculture Systems (PRAS) is desired. Expertise in civil, structural, geotechnical, hydrogeological, hydraulic, and environmental engineering is required, as well as experience specifically with hatchery design, water quality assessment, and hatchery operations. Experience with cost estimating for hatchery renovations is also required. Questions may be directed to the CAMP.Bids@dfw.wa.gov The Statements of Qualifications shall be no longer than 25 pages of content (not including cover, divider pages, and title pages) and include lead staff resumes, ability to meet timelines, similar projects completed and general project approach. A qualifications-based selection process will be used and will consider the following information: Qualifications/expertise of firm Qualifications of proposed project manager Qualifications of key team members, including subconsultants Depth of firm (other members that have expertise) Experience with recent similar projects References After receiving SOQs, WDFW will evaluate the responding firms' qualifications to form a. short list of approximately 3 firms. Short listed firms will be invited to present proposals, and a firm will be selected.
