The Factory Addition, is located in an older subdivision of town that is relatively flat. Initially developed in 1908 for the Freidman Shelby Shoe Factory, modest homes were built on small lots and the streets were not built for the volume and weight of today's traffic. In recent years the project area has seen substantial residential development and larger homes are being built to replace existing structures, including wider driveways. A survey conducted in 2019 showed great need for curb and guttering, roadway reconstruction, and storm drainage improvements. The City applied for and was awarded a CDBG grant in the amount of $0.5 million to complete this work. Project is included in City of Kirksville Fiscal Year 2025-2029. As of May 9, 2025, per owner, construction has not yet begun on the Factory Addition project. They have been unable to procure all of the necessary easements at this time. They still anticipate moving forward with the project but they do not have a timeline right now. *Project information has been obtained through a public capital improvement plan (CIP). A CIP is a financial schedule for short- and long-range projects which is updated regularly. Information listed in the CIP often evolves based on funding availability and the project details, including timeline and value, are subject to change.
