The City of Bangor requests bids for the maintenance/rebuilding of portions of the Bangor International Airport's existing deicing stormwater treatment system. The City of Bangor requests bids for the maintenance/rebuilding of portions of the Bangor International Airport's existing deicing stormwater treatment system. Specifically, this project is associated with maintenance of Cell 4 and areas upstream of Cells 1-3 of the Airport's subsurface flow (SSF) gravel wetland system located southeast of the traffic circle on Godfrey Blvd. in Bangor and referenced in Attachment 1 (Phase IIIA-Disposal Area and Phase IIIB-Disposal Area Plans). The primary purpose of both phases of this project is to restore the original design and function of Cell 4 and the riprap-lined drainage channel located at the head of the International Canal. Any questions must be directed in writing to bids@bangormaine.gov no later than 4:30 P.M., Friday, September 15, 2023. The City reserves the right to award all, some, or none of the work detailed in this RFP. includes removing, disposing, and replacing portions of the cross-section of Cell 4, including the following items: a. Mobilization - Priced Per Lump Sum. b. Adequate erosion and sediment control measures to protect adjacent natural resources in accordance with all State and local regulations - Priced Per Lump Sum. c. Confirm the location of all existing utilities in the field - Priced Per Lump Sum. d. Dewatering and flow control, as needed - Priced Per Lump Sum. e. Remove and replace 1' thick SSF Filter Soil Media Layer and existing geotextile drainage fabric layer. Note: Geotextile layer will be replaced with a 1-inch-thick hay separation layer in lieu of geotextile drainage fabric - Priced Per Lump Sum. f. Remove and replace 2.5' SSF Wetland Gravel Media Layer, if deemed necessary following excavation due to sludge contamination - Priced Per Cubic Yard (CY): Approx. 780 CY. g. Replace geotextile separation fabric (Mirafi 500X or equivalent) located under SSF Gravel Media Layer, if damaged during construction - Priced per Square Yard (SY), Approx. 1,000 SY. h. Remove and replace Outlet Manifold (see Sheet C-501, G14, and D1), if deemed necessary following excavation, due to damage or clogging. This structure consists of approximately 24' of perforated 6" SDR-35, 24' of solid 6" SDR-35, 6 T fittings, 6 perforated end caps, 2 threaded end caps, and additional piping for cleanout repair, if necessary - Priced Lump Sum. Remove, clean, and re-install existing Isolator rows (See C-501, N14, and K1), including installation of non-woven geotextile drainage fabric (Mirafi 180N or equivalent) and woven geotextile separation fabric (Mirafi 500 X or equivalent) - Priced Per Lump Sum. j. Install appropriate stone access (Minimum of 5' wide, 6" D50 riprap, no steeper than 1:4 (with a flatter slope being preferred), or acceptable alternative approved by BGR) to both the inlet and outlet control structures for Cell #4, and all structures associated with Cells 1-3 (inlet, outlet, and intermediate structures). These access points will be used post-construction by BGR personnel during routine maintenance and inspection activities - Priced Per Lump Sum. k. Restore all vegetated areas disturbed during the project. - Priced Per Lump Sum. The City of Bangor reserves the right to reject any Proposals, waive any informalities or defects in Proposals, or accept a higher cost Proposal if it is deemed to be in the best interest of the City of Bangor. The City also reserves the right to negotiate with the successful Proposer.
