The MBE/ESB participation goal for this contract is 15% Richmond DPU is a municipally owned gas, water, wastewater, stormwater, and electric streetlight utilities operation. The gas, water, sewer, and stormwater utilities are operated on a self-sustaining revenue rate basis and street lighting is a service provided by the City's general fund. All utilities follow the policies and directives ofthe City of Richmond's governing body. Richmond DPU has approximately 135,000 gas customers covering a service area ofapproximately 330 square miles. The remaining utilities are generally confined to the corporate limits ofthe City ofRichmond and are comprised of approximately 61,000 water customers, 57,000 wastewater customers, 261 miles of stormwater pipe, and 35,000 electric streetlights.
