Rice County is soliciting proposals for the purpose of improving water quality in French Lake. Request for Proposal (RFP) submissions are not limited to proven technologies and may include pilot projects. The RFP is not to exceed the amount of $150,000. The proposal should be clear and understandable. All text and exhibits should be succinct and relevant to the RFP requirements. If emailing proposal, please list all documents you are submitting in the body of the email to ensure we have received all your proposed information for a complete proposal. Proposals should include a detailed scope of work including overall project goals, project timeline and budget, proposed treatment services, systems and processes involved, measurable outcomes desired and method for determining water quality monitoring results. The scope of work must also include a detailed breakdown of cost estimates associated with the project. A comprehensive description of the firms proposed approach should be included with the proposal including a background of key personnel involved in the project. Grant funds expire on June 30, 2025; therefore, all work must be completed by June 30, 2025. Rice County may investigate the qualifications of any consultant under consideration, require confirmation of information furnished by the consultant, and require additional evidence of qualifications to perform the work described in this RFP. Rice County reserves the right to: a. Reject any or all proposals; b. Cancel the entire Request for Proposals; c. Issue a subsequent Request for Proposals; d. Remedy technical errors in the Request for Proposals process; e. Appoint evaluation committees to review proposals; f. Establish a short list of consultants eligible for interview after evaluation of written proposals; g. Negotiate with any, all, or none of the responding consultants; and h. Reject and replace one or more subcontractors.
