This project is intended to address poor pavement conditions, safety problems at intersections, low existing and future level of service for vehicular traffic, poor sidewalk conditions, and conflicts between travel modes. This project includes preliminary engineering (Phase I planning and Phase II design) for pavement reconstruction or rehabilitation, replacement of the existing traffic signals at the intersections of Florida-Lincoln and Florida-Orchard, installation of new traffic signals at the intersections of Florida-Race and Florida-Vine, construction of two bus stop turnouts, reconstruction of sidewalk ramps, sidewalk and driveway repairs as needed, and replacement of existing street lights as needed. The project scope assumes pavement reconstruction, but the preliminary engineering scope shall include a pavement evaluation to compare the benefits and costs of reconstruction with rehabilitation options. The preliminary engineering for this project shall build upon the recommendations of the Florida Avenue Corridor Study that was completed by the Champaign County Regional Planning Commission in late 2022. Funding Source for Engineering: Federal Surface Transportation Block Grant Program (STBGP) funds. Funding Source for Construction: may include Federal Highway Safety Improvement Program (HSIP) funds (pending results of grant application), State MFT funding, or other Federal funding. Functional Classification of Roadway(s): Florida Avenue (FAU 7138) is a Minor Arterial. All engineering services for this project are to be provided by the consultant and their subconsultants, unless otherwise noted. Preliminary Engineering Services shall be provided according to Chapters 18 through 24, as applicable, of the IDOT Bureau of Local Roads and Streets (BLRS) Manual.
