The purpose of this Invitation for Bid (IFB) is to solicit bids to furnish/provide all labor, equipment, supervision, and material(s) to remove and replace identified concrete infrastructure within the City of Newport News. The City of Newport News completes an annual resurfacing of streets located in the City. Each street is inspected prior to resurfacing to identify needed concrete repairs. These repairs typically include removing and replacing curb and gutter, sidewalk, and ADA ramps. These repairs support the City's efforts for newly resurfaced/surfaced streets to have a concrete infrastructure that is in good condition. Question Submission Deadline: September 28, 2023, 1:00pm. 1. Remove identified concrete curbs, curb & gutters, and compact subgrade necessary to prepare for the repair. Form and replace curbs, curb & gutters including stone base and backfilling (CG-6 with A-3 concrete composed of a currently approved VDOT mix design). Curbs, curb & gutter replacement shall include asphalt repair as needed. Dimensions of repair will be determined by field requirements. 2. Remove identified exposed aggregate concrete curbs, curb & gutters, and compact subgrade necessary to prepare for the repair. Form and replace curbs, curb & gutters including stone base and backfilling (CG-6 with A-3 concrete composed of a currently approved VDOT mix design). Curbs, curb & gutter replacement shall include asphalt repair as needed. Dimensions of repair will be determined by field requirements. 3. Remove identified concrete sidewalk and compact subgrade necessary to prepare for the repair. Form and replace sidewalk (average 4" depth with A-3 concrete composed of a currently approved VDOT mix design) including stone base and backfilling. Dimensions of repair will be determined by field requirements. 4. Remove identified concrete ADA Ramps necessary to prepare for the repair. ADA Handicap Ramps will be installed with a minimum thickness of 7" (concrete or combined concrete and truncated dome material with A-3 concrete composed of a currently approved VDOT mix design.) and a minimum compacted aggregate base thickness of 6". Truncated Domes shall be installed using concrete or masonry pavers (or local jurisdictional standards), with exact sizes determined by available products and conformance to ADA standards. Composite mats will not be allowed, in the City of Newport News, unless approved by the Director of Engineering. Proper drainage shall be maintained. Concrete work directly adjacent to asphalt surfaces shall be completed before surface asphalt paving operations begin. 5. Remove identified concrete swale and compact subgrade necessary to prepare for the repair. Form and replace swale (average 7" depth with A-3 concrete composed of a currently approved VDOT mix design) including stone base. Dimensions of repair will be determined by field requirements. 6. Remove identified concrete slabs and compact subgrade necessary to prepare for the repair. Form and replace slab (average 12" depth with A-3 concrete composed of a currently approved VDOT mix design) including stone base. Dimensions of repair will be determined by field requirements. 2.2. Traffic Control and Permitting The Contractor shall provide any necessary traffic control and will be responsible for obtaining any required permits. Questions regarding this Invitation for Bid (IFB) must be submitted in writing through the OpenGov Procurement Question/Answer Tab via the City's e-Procurement portal, on or before, Thursday, September 28, 2023 by 1:00 pm. Please include the section title for each question, if applicable, in order to ensure that questions asked are responded to correctly. All questions submitted and answers provided shall be electronically distributed to bidders following this solicitation on the City's e-Procurement Portal received prior to the date and time as provided for in this solicitation. The initial contract period will be for one (1) year from date of award with the option to renew, at the City's sole discretion, for four (4) additional one (1) year periods. A contract extension, under the terms and conditions contained herein, may be considered for up to six (6) months following the end of the final one year renewal period upon mutual agreement of the City and Contractor.
