Harrold Education Center): 1585 Military Turnpike Ext., Plattsburgh, New York 12901. 3) CVES Satellite Campus - South Building (CVES Conference Center at the Learning Hub): 1443 Military Turnpike, Plattsburgh, New York 12901. Certified check, payable to the Owner; or Bid Bond, payable to the Owner, on Bid Bond. Performance Bond and Payment Bond: The amount of each bond shall be equal to 100 percent of the Contract Sum. Access to the Project Site: Subject to Owner's prior approval of timing, Bidders will be permitted access to Project site on Monday through Friday, from 7:00 AM until 4:00 PM, except legal holidays. The Owner also reserves the right to reject any and all Bids. The Owner will not waive informalities which would give one Bidder substantial advantage or benefit not enjoyed by all affected Bidders.
