Request for Proposals Sludge Basin Dewatering and Cleanout The Commission of Public Works of the City of Spartanburg will accept sealed proposals for the removal and dewatering of sludge held in Basin #8 at the R.B. Simms Water Treatment Facility. In its sole discretion, the Spartanburg Water System reserves the right to accept or reject any and all proposals. It is the policy of the Spartanburg Water System that local Minority and Women Owned Enterprises, (MWBE's) shall be afforded the opportunity to participate fully in the overall procurement process of the Spartanburg Water System. This is an equal opportunity solicitation.
