Project Description and General Information 1. Lorain County Community College ("Owner") is soliciting Statements of Qualifications ("Qualifications") from qualified professionals for the Lorain County Community College Assessment Project located in Elyria, Ohio and North Ridgeville, Ohio (the "Project") to provide assessment and utilization services as outlined in Section 2 below. 2. The Project is anticipated to include the assessment and utilization studies of Owner's campus buildings, properties, and facilities as further described in this RFQ. The purpose of this work is to inform a future master planning effort that will be executed under a separate RFQ. The master planning effort will ultimately serve as the guiding framework for facilities and campus improvements that the College will need to invest in over the next 10+ years to better provide for: a. The accelerated workforce training needs of our region b. An adaptive learning environment to accommodate shifting student demographics and advances in teaching modalities c. Facilities that enhance student success and opportunities for the community 3. These services are expected to be completed by May 2024. 4. The Owner selected Project Management Consultants ("PMC") to serve as the Owner's Representative for the Project. 5. Questions about this RFQ shall be directed in writing only via e-mail to Steve Zannoni at steven.zannoni@aboutpmc.com and copy to Becky George at rwulfhoo@lorainccc.edu by 5:00 p.m. EST on October 10, 2023. Firms considering responding to this RFQ are strictly prohibited from communicating with any other member of Owner's staff or Board of Trustees, as all questions must be directed to the person and in the manner identified in this Section. Any information received from any party other than those listed above will be considered unofficial and non-binding. 6. The Owner may issue addenda, as required, to firms which requested an RFQ for the Project. Anticipated Scope of Services 1. Assessment and Utilization Services a. Building Assessment i. Field Visit the buildings and sites to observe current conditions ii. Evaluate condition of building systems Include: a. Heating systems b. Roofing c. Ventilation/air conditioning d. Electrical systems e. Technology f. Plumbing, including fixtures, water supply, sanitary, and storm g. Windows and doors h. Structure, including walls, floors and roofs i. General finishes j. Lighting k. Security systems l. Emergency/egress lighting m. Fire alarm system n. ADA access o. Site condition p. Life safety systems q. Assist LCCC in defining remaining hazardous materials iii. Provide a written report describing the building systems and conditions, identifying major expenditures required with anticipated replacement costs. Campus-wide Assessment a. Technology b. Parking c. Utility d. Easements e. Scheduling Tools f. Wayfinding g. ADA h. Life safety systems i. Central chiller plant & distribution j. Tunnel System c. Property Assessment i. Field visit properties to observe existing conditions ii. Identify use group of properties iii. Identify / verify site easements iv. Identify wetland and water resources delineation v. Provide Phase I Environmental Site Assessments vi. Assess value of properties d. Utilization Study i. Provide a written report of existing building, room, common area, and parking usage ii. Provide a recommendation on the appropriate level of classroom usage based on need. For example, if the Owner has 200 classrooms and only needs 150, please provide that information. iii. Provide a recommendation on common area need iv.
