The City of Carbondale requests Statements of Qualifications from individuals or firms for architectural, engineering, and related services in connection with the design of an Entertainment and Event Plaza (Plaza) to be located on a corner parcel of land adjacent to West Walnut Street (Illinois Route 13) and North Washington Street in Carbondale, Illinois. The project also borders and runs parallel to the Canadian National Railroad right-of-way. When complete, the Plaza will be used to host a variety of entertainment events in downtown Carbondale. Requirement: Proposal for Architectural and Engineering Services: each submission shall include, but are not limited to, the following: Principal and Staff qualifications and relevant experience; Name of all individuals or firms (prime, joint venture) and sub-consultant (s) participating in the submission; A detailed breakdown of the person-hours required (no cost) to complete the project; Certified Disadvantaged Business Enterprise (DBE) status of your firm or a detailed plan for DBE participation. The contract shall be awarded to the individual or firm offering the greatest net advantage to the project as determined by a scoring committee. Submittals will be evaluated in accordance with the following criteria: Principal Qualifications Relevant Experience Organization and Staffing Disadvantaged Business Enterprise Participation Once all proposals have been evaluated, they will be ranked in order from the most qualified to the least qualified, following the aforementioned criteria. The most qualified firm will then be contacted and, at that time, will be asked to submit a "Cost Proposal" for the purposes of negotiating a price for their services. Should an agreement on price fail to be reached between the City of Carbondale and the most qualified firm, the next most qualified firm will be contacted. This process will continue until a contract is awarded to the most qualified firm whose price is fair and reasonable to the City. The City of Carbondale reserves the right to accept any proposal or any part or parts thereof or to reject any and all proposals. Acceptance of any proposal is subject to concurrence by the Illinois Department of Commerce and Economic Opportunity. Funding for this project is provided by the Illinois Rebuild Downtowns & Main Streets Capital Grant Program. Any contract resulting from these proposals would be subject to grant agreements between the City of Carbondale and the Illinois Department of Commerce and Economic Opportunity. The contractor will be required to comply with all applicable Equal Employment Opportunity Laws and Regulations. Certified Disadvantaged Business Enterprises are encouraged to participate in any procurement opportunity with the City. The City shall not discriminate based on race, color, national origin, sex, or disability in the participation or performance of any resulting contract or agreement. This contract is subject to the City of Carbondale's minority workforce/DBE participation goals. The City of Carbondale has a goal of 25% minority workforce/DBE participation. Firms and individuals responding to the request will also be required to certify that they are not debarred, suspended, proposed for debarment or permanent inclusion on the Illinois Stop Payment List, declared ineligible, or voluntarily excluded from participation in this contract by any federal department or agency (2 CFR 200.205(a)), or by the State (30 ILCS 708/25(6)(0)). This contract is subject to all other terms and conditions of Grant Agreement #21-421014 between the Illinois Department of Commerce and Economic Opportunity and the City of Carbondale and any subsequent changes or amendments to the agreement.
