The plans and specifications for the proposed work may be examined Monday through Friday at the following locations Town of Dillsboro Town Hall 42 Front Street Dillsboro, NC 28725 Monday through Thursday between the hours of 8:30 am and 1:30 pm by appointment only Stillwell Engineering, PA 42 Marsh Lily Drive Sylva, NC 28779 Monday through Friday between the hours of 9:00 am and 5:00 pm local time. Each bid shall be accompanied with a certified check, cash, cashier's check payable to the Town of Dillsboro, or a satisfactory Bid Bond executed by a corporate surety licensed under the laws of North Carolina to execute such bonds in the amount equal to five percent of the total of the bid shall be submitted with each bid. Surety Company must be listed in the latest issue of U.S. Treasury Circular 570. Said deposit shall be retained by the Owner as liquidated damages in event of failure of the successful bidder to execute the contract within ten days after the award or to give satisfactory surety as required by law. No bid may be withdrawn after the scheduled closing time for the receipt of bids for a period of 90 days. Bidders may submit a bid prior to the scheduled closing time for the receipt of bids by following the instructions outlined in the plans and specifications section entitled Instruction to Bidders. If the Bid is sent through the mail or other delivery system the sealed envelope shall be enclosed in a separate envelope with the notation "BID ENCLOSED" on the face of the interior sealed envelope. Bids submitted prior to bid time shall be addressed and delivered to the Town of Dillsboro, ATTN: Mrs. Debbie Coffee, PO Box 1088 (Mailing) 42 Front Street (Physical), Dillsboro, NC 28725. It shall be the sole responsibility of the prospective Bidder to insure receipt and delivery conformation of the bid. Each bidder must be appropriately licensed as a Contractor in the State of North Carolina as provided in General Statutes Chapter 87. Each bidder must have a North Carolina Contractor's License at the required limitation for the project. The Owner reserves the right to reject any or all proposals.
