This Ward 3 project will construct a large water quality improvement structure to treat stormwater runoff from an area of east downtown, part of Franklin Boulevard, and the Mill Race from Kincaid Street to Ferry Street. The structure will be constructed on a 60-inch pipe that drains to the Willamette River from Mill Street and east of the Ferry Street Bridge. Water quality structures remove sediment containing metals, bacteria, and chemicals, as well as floatables that include oil, grease, and trash from the stormwater. Additional operations and maintenance costs are expected for this project, but it is too early in the project lifecycle to determine a reliable estimate. As of December 28, 2023, this project is included in the city’s 2023-2029 Capital Improvement Program (CIP). Currently funded for FY2024. Project Status: In Progress. Preliminary scoping has started for this project. This project was partially funded in the FY2022-2027 CIP. *Project information has been obtained through a public capital improvement plan (CIP).
