This was the Deal of the Week for the Houston Business Journal's Oct. 20-26 edition. A few weeks after the Department of Energy picked the HyVelocity Hub bid for a potential Gulf Coast hydrogen hub, officials with the consortium revealed more details about the proposed project during an Oct. 30 webinar. For instance, the consortium shared general preliminary project locations for the hub, which is expected to produce over 5,000 metric tons of hydrogen per day. Among other community-related details, the hub is expected to adhere to Justice40 standards enacted by the federal government. These standards, issued by President Joe Biden during his first week in office as part of Executive Order 14008, direct 40% of the overall benefits of certain federal investments to disadvantaged communities. The original story from October 2023 appears below. The skinny The Department of Energy named Houston's HyVelocity Hub bid among its initial selections for a planned hydrogen network. The HyVelocity team will negotiate with the federal government for up to $1.2 billion in funding. The details The HyVelocity consortium consists of seven industry partners with Houston presences -- AES Corp. (NYSE: AES), Air Liquide, Chevron Corp. (NYSE: CVX), Exxon Mobil Corp. (NYSE: XOM), Mitsubishi Power Americas, Orsted and Sempra Infrastructure -- and other academic, nonprofit and industry partners. The Center for Houston's Future was responsible for coordinating the HyVelocity bid. The proposed Gulf Coast Hydrogen Hub would be centered in the Houston region and stretch along the Texas coast, the DOE said. The hub is expected to incorporate both green and blue hydrogen production, salt cavern hydrogen storage, a large open-access hydrogen pipeline, and multiple hydrogen refueling stations. The DOE estimated the Gulf Coast hub could create around 45,000 jobs, consisting of 35,000 jobs during construction and 10,000 permanent positions. The Gulf Coast hub was one of seven selected by the DOE. The other six are: The Appalachian Regional Clean Hub 2, or ARCH2, representing West Virginia, Ohio and Pennsylvania. The Alliance for Renewable Clean Hydrogen Energy Systems, or ARCHES, based in California. The Heartland Hydrogen Hub, representing Minnesota, North Dakota and South Dakota. The Mid-Atlantic Clean Hydrogen Hub, or MACH2, representing Pennsylvania, Delaware and New Jersey. The Midwest Alliance for Clean Hydrogen, or MachH2, representing Illinois, Indiana and Michigan. The Pacific Northwest Hydrogen Hub, or PNW H2, representing Washington, Oregon and Montana. In addition to the federal government's investment of approximately $7 billion, the H2Hubs selectees will have a cost share of more than $40 billion combined, the DOE said. The other Houston bid Another consortium involving the University of Houston and its own set of industry partners, known collectively as the LIGH2T Hub, also bid for the DOE's funding. The two consortiums had considered submitting a joint bid but found that their proposals differed significantly, according to Brett Perlman, CEO of the Center for Houston's Future. The HBJ reached out to UH for comment on the hub awards. The next steps Perlman told the HBJ that a negotiation timeline was up in the air, but a virtual community information session is planned for Oct. 30. "It's a little hard to say anything concrete until we get more information [from the DOE] on what their expectations are," Perlman said.
