The work or improvement to be performed generally consists of cold milling 3" of existing asphalt concrete (AC), removing and reconstructing AC structural section (4" AC on 8" CMB) and the construction of a 3" AC surface. Additional improvements also include adjustment of utilities to grade, installation of traffic signal loops and re-striping of lane lines, arrows, and stop bars along Carmenita Road from Alondra Boulevard (not including the intersection) to Artesia Boulevard (including the intersection) and Artesia Boulevard from Carmenita Road to Marquardt Avenue (not including the intersection). The City reserves the right to reject any and all bids, or portions thereof, or to waive any informality or irregularity in a bid to the extent allowed by law. No bid will be accepted from a contractor who has not been licensed in accordance with the provisions of Chapter 9, Division III of the California Business and Professions Code. The contractor must possess a license of the following classification at the time the contract is awarded (and must maintain this license classification through completion of the project): "A." The bidder's attention is also directed to Section 7028.15 of the Business and Professions Code for further reference. Each bid shall be accompanied by a bid security referred to in the Contract Documents and by a list of proposed subcontractors. Evidence of current City Business License (applies to contractor and all subcontractors), insurance, a Performance Bond, a Labor and Material Payment Bond, and Warranty Bond, as specified in the Contract Documents, will be required prior to execution of the contract. In accordance with Public Contract Code Section 22300, the bidder who is awarded the contract may substitute securities for retention money withheld by a public agency to ensure performance under the contract. The procedure and requirements for substituting said securities are set forth in Public Contract Code Section 22300, which is incorporated by this reference as set forth herein.
