**As of February 15, 2024, this project has been awarded to Clark Construction awarded amount not available.** Bidders are invited to submit bids for Project as described in this Document according to the Instructions to Bidders. Owner reserves the right to reject any and all bids and to waive informalities and irregularities, in particular, bids not accompanied by data required by Bidding Documents Minority, Woman, and Native American subcontractors and support personnel are highly encouraged to participate in this Project. Project Description: Refer to Section 011100 - Summary of Work for full scope of Work under this Contract and related, separate site and utility work contracts, either previously completed or currently in progress. Work of Contract includes materials, labor, trucking, equipment, and other goods and services as required to complete building construction and associated site Work. Anticipated Project Cost Range: $6,000,000 to $6,500,000. Construction Contract: Bids will be received for the General Contract (all trades). Additional sets of bid documents, in whole or in part, may be purchased from Alpha Graphics. Cost of additional sets include reproduction, handling, and mailing. Refunds will not be made for additional sets of bid documents Bidders shall begin Work on receipt of Notice to Proceed and shall complete Work within Contract Time Executive Order #11246 - Notice of Requirement For Affirmative Action To Ensure Equal Employment Opportunity, included in bid documents, sets forth, in part, goals and timetables for employment of women and minorities in Project area. The Project requires that successful Contractor make a good faith effort to ensure minorities, Native Americans, and women comprise a portion of each construction trade, and to maximum extent feasible, offer employment opportunities to lower income persons and contracting opportunities to community businesses. Refer to Document 001117 - Quinault Indian Nation Indian Preference Policy for Contracts for preferences in contracting and hiring requirements. Successful Bidder shall comply with Equal Employment Opportunity Act, September 28, 1964, No. 11246, United States Department of Labor Regulations and Standards Title 29, 1, 2 and Title 18 U.S.C. Section 874 known as Anti-Kickback Act, and Federal Occupational Safety and Health Act of 1970. This includes: 1. Native preference in employment. 2. Native preference in contracting. Tribal Employment Rights Office (TERO): 1. TERO Compliance Form: Obtain TERO Compliance Form from Tribal TERO Officer. Complete TERO Form and submit with bid. 2. TERO also applies to Subcontractors and Sub-subcontractors. a. Bidder is responsible for contacting Tribal TERO officer. b. Employment Rights Tax: Every Contractor with a Construction Contract, in the sum of $10,000 or more, or more than one Contract in a 12-month period and the aggregate sum of those contracts is $10,000 or more, shall pay a one-time fee of 1.75% of the total Contract. The Contractor shall pay such fee prior to commencing work on the Quinault Reservation. a. Employment Rights tax is Contractors obligation. b. Do not include this tax as a line item on Schedule of Values. Bidders shall be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for Work. A Performance Bond and Insurance in a form acceptable to Owner will be required of the successful Bidder. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
