The Project consists of the construction of a test well, test pumping, and a water test. Bids will be received for a single prime Contract for each project. Bids shall be on a unit price basis as indicated in the Project Bid Forms. Bids shall be on the forms provided for that purpose and per the Contract Documents prepared by CBS Squared Inc. Paper copies of the Bidding Documents will be available at CBS Squared, Inc., 770 Technology Way, Suite 1A, Chippewa Falls, WI 54729 for a fee of $2,000. Please notify Tyler Hastings at CBS Squared, Inc. prior to picking up bid documents, at 715.382.6235. No proposal will be accepted unless accompanied by a certified check or bid bond equal to at least 5% of the amount bid, payable to the Owner as a guarantee that, if the bid is accepted, the bidder will execute and file the proper contract and bond within 15 days after the award of the contract. The certified check or bid bond will be returned to the bidder in accordance with the Instructions to Bidders. The Village of Wheeler reserves the right to retain the deposits of the three (3) lowest bidders for a period not to exceed 30 days after the date and time set for the opening of bids. No bids may be withdrawn for a period of 30 Days after the date and time set for the opening of bids. Bidders must submit a Bidders Proof of Responsibility in accordance with the Instructions to Bidders. Bidders will be required to provide performance and payment bonds of 100 percent of bid amount. This Contract is expected to be funded in part with funds provided by the United States Department of Agriculture, Rural Utilities Service (RUS), the Wisconsin Department of Administration, Division of Energy, Housing and Community Resources, Community Development Block Grant-Public Facilities (CDBG-PF) and Wisconsin Department of Natural Resources, Safe Drinking Water Loan Program (SDWLP)/Clean Water Fund Program (CWFP). Information on applicable federal requirements is contained in the Project Manual. Use of American Iron & Steel: Projects financed in whole or in part by the Safe Drinking Water Loan Program/Clean Water Fund Program are required to use American iron and steel. Bid proposals may be denied if the requirements of this Section are not met. This project is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (IIJA), Pub. L. 117-58, 70901-70953. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States. The following waivers apply to this Contract: BABAA De Minimis, Small Grants, Minor Components, and project specific waivers: TBD. The successful bidder will be required to conform to the wage requirements prescribed by Section 66.0903 of the Wisconsin Statues pertaining to municipal wage scales and the federal Davis-Bacon and Related Acts which requires that all laborers and mechanics employed by contractors and sub -contractors performing on contracts funded in whole or in part with federal funds in excess of $2,000 pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits, as determined by the Secretary of Labor, for corresponding classes of laborers and mechanics employed on similar projects in the area. If the requirements of Davis Bacon, the State of Wisconsin, and the Contract requirements conflict with regard to wages, the highest of the three shall apply. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under contract, Section 3, Segregated Facility, Section 109 and E.O. 11246. The Owner encourages DBEs, MBEs, WBEs, and SBRAs to submit Bid proposals. Equal Opportunity and Affirmative Action requirements apply to this Project.
