The City of Eagle Pass (CITY) is soliciting this request for Invitation for Bids (IFB) from General Contractors (GC) for the Traffic Improvements Bibb Ave. and Second St. project (IFB#2024-016). The Project Scope consists of traffic improvements along Bibb Ave. and Second St. that includes new proposed striping and pavement markings, two (2) four-foot (4') bike lanes on Bibb Ave, one (1) varying width bike lane on Second St., signage installation for guidance, and the installation of traffic delineators to enhance flow of traffic and increase safety. The Project is located along North Bibb Ave. and Second St., Eagle Pass, Texas, 78852. The length of the traffic improvements along Bibbs Ave is about two miles (1.8 miles) and the length for Second St improvements is approximately half a mile (0.4 miles), having a total project length of two and a quarter mile (2.2 miles). The estimated completion date of this project is thirty (30) calendar day(s) from the date of the issuance of the Notice to Proceed under the Contract for Work. Payment Bond: If contract exceeds $50,000.00, a payment bond for the full amount of the proposal is required from the successful offeror prior to the commencement of work. Performance Bond: If contract exceeds $100,000.00, a payment bond for the full amount of the proposal is required from the successful offeror prior to the commencement of work. The CITY reserves the right to accept or reject any and all proposals and to: (a) resolicit for proposals; or (b) abandon, temporarily or permanently this selection process, as it deems necessary to be in the best interests of the CITY. Receipt and consideration of any proposal shall, under no circumstances, obligate the CITY to accept any proposal. If an award of contract is made, it shall be made to the responsible GC whose proposal is determined to be the best evaluated offer taking into consideration the relative importance of the evaluation factors set forth in the IFB and the best value to the CITY.
