The Savannah District has a requirement from the 78 th Air Base Wing (ABW) to provide the construction of an operations complex for the Battle Management Combined Operations Complex (BMCOC). The BMCOC is a 2-story fully Defense Intelligence Agency (DIA) accredited Secure Compartmented Information Facility (SCIF). It features 145 rooms including 29 Compartmented Areas, which shall be constructed in accordance with Intelligence Community Directive (ICD) 705; Intelligence Community Standards (ICS) 705-01 Version 1.5.1 physical and technical security specifications and best practices for meeting standards to enable uniform and reciprocal use across all ICS elements to facilitate the protection of Sensitive Compartmented Information (SCI) against compromising emanations, inadvertent observation and disclosure by unauthorized persons, and the detection of unauthorized entry. The facility space will include, but is not limited to, tactical operations center, rapid deployable payload control element staging and storage, maintenance operations center, hardware and software testing activities, training and academic space with storage, command sections with office space for unit leadership, administrative space with the ability to segregate work centers based on security requirements, crew readiness and life support, mission planning, mission brief and debrief, orbit rooms, operations controllers' workstations, weapons and tactics, intelligence, crew scheduling, communications, security, computer server farms, team conference rooms, and an auditorium suitable for large classified briefings.
