**As of January 22, 2024 bids received for this project were over the budget and was rejected and no definite date for the rebid.** DESCRIPTION: The Town of Warren seeks bids from qualified contractors for Street Paving Services of various roadways in the Town of Warren, County of Bristol, Rhode Island, as identified in the pavement management program. Work of this project shall include but is not limited to, full-depth reclamation, cold planing, supply and installation of bituminous concrete, removal of base material, fine grading of reclaimed material, removal and resetting of sewer and drainage basin frames and covers, adjustment of water gates and gas gates to grade, removal and disposal and replacement of residential driveway aprons, installation of new base and surface pavement courses, proper transverse jointing and other required seaming, reclamation and installation of bituminous curb and all associated work, and all items described herein necessary to complete the work of this Contract to the satisfaction of the Town of Warren. The Town of Warren hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and that they will not be discriminated against on the grounds of race, color, national origin or sex, in consideration for an award. RECEIPT AND OPENING OF BID PROPOSALS 1.a.1 Sealed bids/proposals will be received and time stamped in the Town Clerks Office, 514 Main Street, Warren, RI 02885; until 11:00 am on Friday, December 1st, 2023, for the commodities, labor, equipment, and/or services listed in the Contract Documents. Bid/Proposals will be opened publicly and read aloud in the Town Clerk's Office, 1st Floor of the Town Hall Building, immediately following the submission deadline. 1.a.2 Proposals submitted for a specified project must not be combined under the same cover with any other Bid. 1.a.3 Any Bid received after the time and date specified shall not be considered, by messenger or by mail; even if it is determined by the Town of Warren that such non-arrival before the time set for opening was due solely to delay in the mails for which the Bidder is not responsible. Conditional or qualified Bids will not be accepted. 1.a.4 The OWNER may consider any bid informal if not prepared and submitted in accordance with the provision hereof and may waive any informalities and reject any and all bids. Any bid may be withdrawn prior to the above scheduled time for the opening of bids or authorized postponement thereof. Any bid received after the time and date specified shall not be considered. No bidder may withdraw a bid within ninety (90) days after the actual date of the opening thereof. 1.b. INTENT 1.b.1 The intent of this Bid request is to provide fixed, unit pricing for Town-wide Pavement Services. Any necessary price inflation must be built into the fixed, unit price proposal and appropriately itemized. Also, cost proposals shall provide the firm's indirect overhead rate. 1.b.2 Multiple Year Contract: This bid provides for a municipally funded Pavement Management Program for FY 2023-2024, FY 2024-2025, FY 2025-2026, and FY 2026-2027. Bidder's proposals shall cover the entire time period identified above. Partial/incomplete proposals covering only a portion of the overall time period will be rejected. 1.b.3 It is the Town's intent to award one (1) contract. 1.b.4 Given the volatility of petrochemical product-related costs, the Town will decide which roads are to be paved based upon the bid prices received and availability of funds. 1.c. WORK IDENTIFIED IN THE CONTRACT DOCUMENTS 1.c.1 The general scope of work identified in the Contractual Documents comprise roadway reconstruction of the existing asphalt surface by means of cold planing, full-depth in-place reclamation, re-grading, and repaving in accordance with the Technical Specifications. The work also includes, but is not limited to, layout, pavement demolition, grading, removal, and resetting of drainage, sewer, water, and gas utility covers to finish grade and paving, along with providing for traffic control and other work items associated with these tasks, as shown and described within the Contract Documents and described herein. 1.c.2 Location: Various roadways throughout the Town of Warren in accordance with the pavement management program. 1.c.3 The OWNER hereby reserves the right to order additions, deletions, or revisions in the work to be authorized through a written amendment (change order).
