The Board of County Commissioners (the Board), is seeking Statements of Qualifications (SOQ) from engineering firms (Consultants or Consultant when referencing a singular firm), licensed to practice professional consulting services in the State of Florida, to provide engineering services for compliance with our FDEP) Solid Waste Facility Operating Permit (Permit). The Permit requires semi-annual and quarterly monitoring and the production of comprehensive technical reports for Groundwater and Surface Water Quality, Landfill Gas Management, and the operation and effectiveness of the Groundwater Remediation System Conduct the Permit responsibilities required for Groundwater and Surface Water monitoring at the County Landfill in accordance with FDEP standards and criteria and the preparation and submittal of reports to FDEP. The County reserves the right to accept or reject any SOQ as may be deemed necessary by the County to be in its best interest. The County further reserves the right to waive any and all formalities, and reserves the right to reject all nonconforming, unresponsive SOQs The method of Contractor Selection has not been Determined at this time. All technical questions regarding this RFQ should be directed in writing, preferably by email to the Senior Bids and Proposals Analyst. Questions shall be submitted no later than 12:00 Noon local time on November 21st , 2023. Questions submitted after that date and time will not be answered. DIRECTING QUESTIONS TO ANY OTHER COUNTY STAFF MEMBER, PROJECT CONSULTANT, OR ANY OTHER PERSON IS PROHIBITED AND WILL RESULT IN SUBMITTAL BEING DISQUALIFIED. The Senior Bids & Proposals Analyst will review and answer. If applicable, answers citing the question asked but not identifying the questioner will be distributed to all known prospective Consultants. Failure to submit requests in writing by the specified time shall not be grounds for a protest.
