As of October 24, 2025, the project was completed on October 2, 2025. DESCRIPTION OF WORK: The project consists of mobilization to the site, setting up, monitoring and controlling erosion control or environmental protection devices, drilling and installing 24-inch diameter temporary casing to 400 foot depth, drilling and installing 20-inch diameter casing to 400 foot depth, drilling and installing 16-inch diameter casing to 650 foot depth, performing plumbing and alignment tests, providing and installing well screen, installing other materials and appurtenances including riser casing, tailpipe, and gravel pack, developing the well using techniques approved by the HYDROGEOLOGIST, pump testing the well (step-rate and aquifer), securing the well opening, installing any required appurtenances at the well head, site cleanup and demobilization. COMPLETION OF WORK: The WORK must be completed within 120 calendar days of the date of issuance of the Notice to Proceed. BID SECURITY: Each bid proposal shall be accompanied by a bid proposal deposit in cash, certified check, cashier's check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. The failure to furnish a bid deposit of a minimum of five percent shall make the bid nonresponsive and shall cause the bid to be rejected by the Contracting Agency. PERFORMANCE BOND: The successful bidder will also be required to provide a Performance Bond for 100 percent of the Contract Price. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the City of Bremerton. CITY'S RIGHTS RESERVED: The City of Bremerton reserves the right to reject any and all bids on any or all schedules or alternates or to waive any informalities in the bidding and shall determine which bid or bidders is the most satisfactory and responsible bidder and shall be the sole judge thereof. No plea of mistake in the bid shall be available to the bidder for the recovery of his/her deposit or as a defense to any action based upon the neglect or refusal to execute a contract. RIGHT TO CANCEL: The City of Bremerton reserves the right to cancel or reissue all or part of this solicitation at any time, as allowed by law, without obligation or liability. The Notice Inviting Bids documents are not intended to constitute, or be interpreted as, a call for tenders, and the submission of a Bid is not intended to create any contractual or other legal obligations or duties whatsoever owed to any qualified Vendor by the City, including any obligation or duty to accept or reject a Bid, to enter into negotiations or decline to enter into or continue negotiations, or to award or not award a Contract. Without restricting the generality of the foregoing, no contractual relations shall exist between the City and any qualified Vendor until the execution of a Contract with that qualified Vendor. WAGE RATES: Contractor shall file a "Statement of Intent to Pay Prevailing Wages" with the State of Washington Department of Labor & Industries prior to commencing the Contract work.
