Site work for a water / sewer project in Portland, Oregon. Completed plans call for site work for a water / sewer project.
No bids will be received after the BID CLOSING time. First-Tier Subcontractor Disclosure forms will be received at the above-mentioned location and date, until 4:00 PM, local time. The work contemplated consists of furnishing all labor, materials, and equipment necessary for the construction of approximately 300 linear feet of 8-inch diameter ductile iron pipe located within a combination of Washington County public right-of-way and a private easement. The work includes furnishing and installing a hot-tap, restrained ductile iron pipe, fittings, valves, a fire hydrant assembly, water service connections, connections to existing waterlines, abandonment of existing waterlines, and surface restoration. This will be the only method for prospective Bidders to be placed on the Planholder's List for distribution of Addenda as required. Additionally, Contract Documents and Drawings will be transmitted to select local plan centers. No proposal will be considered by the Raleigh Water District unless the Bid contains a statement by the Bidder that the Bidder will comply with the provisions of ORS 279C.800 to 279C.870 and 40 U.S.C. 276(a) pertaining to wages, as applicable. Contractor licensing under ORS 468A.720 for working with asbestos-containing materials is not a requirement of this project. Each bid must contain a statement as to whether or not the bidder is a resident bidder as defined in ORS 279A.120. Each bid must also contain a statement as to whether the bidder is registered with the Oregon Construction Contractors Board. No bid will be received or considered unless the bidder is registered with the Construction Contractors Board, as required by ORS 701.035 et seq. No bid will be considered unless the First-Tier Subcontractor Disclosure form is submitted by the specified deadline. Faxed copies will NOT be accepted. Contractors must be qualified in accordance with the applicable parts of ORS 279 in order to enter into a contract with the Raleigh Water District for public work in Oregon. To document qualifications, bidders shall submit a completely executed Contractor's Prequalification Application when submitting their bid proposal. Prequalification application forms may be obtained at the State of Oregon Department of Administrative Services, Purchasing Section, 1225 Ferry Street SE, Salem, Oregon 97301-4285 or on-line. The Raleigh Water District will investigate and determine the qualifications of the bidders as part of its evaluation of the bids. Proposals must be submitted on the prescribed forms and must be accompanied by certified check, cashier's check, or bid bond executed in favor of Raleigh Water District in an amount not less than five percent (5%) of the amount bid. The successful bidder will be required to furnish to the Raleigh Water District a performance bond and a payment bond each equal to one hundred percent (100%) of the amount of the bid. The successful bidder and all subcontractors will be required to furnish to the Oregon Construction Contractors Board a public works bond in the amount of $30,000, unless exempt under ORS 279C. Raleigh Water District reserves the right to reject any and all bids, to waive any irregularities, and to accept the bid deemed in the best interests of Raleigh Water District. Raleigh Water District may reject any bid not in compliance with all prescribed public bidding procedures and requirements, and may reject for good cause any or all bids upon a finding of the agency it is in the public interest to do so. Question Deadline 12/04/2023 All questions about the meaning or intent of the Bidding Documents are to be directed to ENGINEER. Interpretations or clarifications considered necessary by ENGINEER in response to such questions will be issued by Addenda mailed or delivered to all parties recorded by ENGINEER as having received the Bidding Documents. Questions received less than ten (10) calendar days prior to the date for opening of Bids may not be answered.
