Construction begins on library remodel By Angela LaRosa alarosa@tandemnetwork.com May 16, 2024 6:00 PM NEW LONDON — Construction has started on a $450,000-plus project to revitalize the New London Public Library. The project includes a new access to the library from Park Avenue, which will allow for an elevator for expanded access to elderly and disabled library patrons. It also will create a mezzanine, an extra conference room and a pull-up book drop. The library's fiscal officer Jonna Rowland said the current elevator, located on the library's south side, was outdated and constantly breaking down. "Our board decided to put money into a fund to replace the elevator until we finally got enough money to remodel," she said. The project is estimated to cost about $452,000, Rowland said. Construction broke ground Tuesday, led by the library's director, Lindsey Byron, the board's vice president, Brad Romano, Rowland and other library board members. The library also accepted a $1,000 donation on behalf of New London alums and the Class of 1967 to be used towards furnishings in the new lobby. It's being funded by a levy approved about eight years ago, she said, in addition to money the library had been saving up. Rowland said the board tries to do the best they can with the money they're given and without the help from New London residents, the project couldn't have happened. "Our board is very conservative. They watch every cent," she said. "They knew this would be a problem in the future. We just saved the money and we finally have enough to do it." ________________________________________________________ Renovation at New London Public Library No bidder may withdrawal his bid for a period of sixty days after the date for opening thereof and any bid shall be subject to acceptance during this period All bids must be accompanied by either a bid guarantee and contract bond in the amount of 100% of the bid or by a certified check, cashier s check, or letter of credit upon a solvent bank in the amount of not less than 10% of the bid made out to New London Public Library. If an alternative bid guaranty is provided, then a separate 100% performance bond will be required for contracts. See Instructions to Contractors for other required documents to be submitted with bids. Before submitting a bid, each bidder shall review the proposed Construction Drawings and Instructions to Contractors and shall visit the site of the work. Each bidder shall fully inform himself prior to bidding as to the existing conditions and limitations under which the work is to be performed and shall include in their bid a sum to cover the cost of items necessary to perform the work as set forth in the proposed contract documents. No allowance shall be made because of lack of such examination or knowledge. Submission of a bid will be considered as conclusive evidence that the bidder has made such examination. The project shall be bid as a LUMP SUM General Contract proposal to include all labor and materials required to complete the work as indicated on the Construction Drawings and Instructions to Contractors. The Architect s estimated construction cost is $300,000 for Base Bid Work. Several Alternates will be considered. The Board reserves the right to waive any irregularities and accept any or reject all bids when, in the opinion of the Trustees, such actions will serve the best interests of the New London Public Library. The contract, if awarded, will be awarded to the responsible bidder who has proposed the lowest and best sum for Base Bid work and any accepted Alternates
