The Contract Documents require that all work be Substantially Complete by May 28, 2024 with Final Completion by June 4, 2024 This will repaint the exterior surfaces of the three potable water storage tanks located at the Smoky Hill Pump Station, located near the intersection of Smoky Hill Road and Buckley Road on Aurora's southern border. The exterior paint on the three steel storage tanks is oxidized and fading and needs to be reapplied to protect the steel from corroding and causing leaks to occur. The East and West tanks are 4.5-million-gallon above-grade tanks measuring 140 wide and 40 tall. The East tank was built in 1956, and the West tank was built in 1962. The walls of these tanks are 1.5 thick at the boom, tapering to 5/8 thickness at the top. The roof and floor of these tanks are thick. The exterior of the West tank was recoated in 1993 and the East Tank in 1994.The South tank is a 5-million-gallon tank measuring 150 wide and 40 tall, constructed in 1980, with walls 5/8 thick. The Exterior of this tank was recoated in 1992.The exterior coating on the Smoky Hill Tanks 1992-1994 was an overcoat of the existing / original coating. The existing original coatings are pre-1978 and can be assumed to contain lead and have also aged beyond the point where they would be expected to continue to durably adhere with the application of an additional overcoat. Therefore, it is assumed the best practice in this case is to fully remove and replace the exterior coatings within this scope of work. This scope includes the following work by contractor: Test exterior coating for lead-based paint. Remove existing coating layers at exterior exposed surfaces of the tanks to bare metal, including what is likely a lead-based original coating layer, by an EPA lead-safe certified firm, including all required containment and hazardous waste disposal. Repair any areas of pitting or other damage prior to re-coating. Re-coat tanks in a manner durable for 20-25 years. Each Bid shall be accompanied by an appropriate guarantee in the form of a Bid Bond, Certified Check or Cashier's Check made payable to the City of Aurora in an amount of not less than five percent (5%) of the amount of the Bid Liquidated Damages which are $300.00 per day. The estimated cost for this is from $1,100,000.00 to $1,500,000.00. *The value for this is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official document. The City shall have the right to reject any and all Bids. A Bid not accompanied by the required Bid Security, other data or documentation required, or a Bid in any other way incomplete, irregular or unqualified, may be subject to rejection.
