This is a COMBINED SYNOPSIS/SOLICITATION for commercial products or commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation WILL be posted to SAM at https://sam.gov/. The RFQ number is N4215824QS003. This solicitation documents and incorporates provisions and clauses in effect through FAC 2024-01 Effective November 14, 2023 and the DFARS Change notice 20231117. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at this address: https://www.acquisition.gov/. The NAICS CODE is 811310 and the Small Business Size Standard is $12.5M. The Government intends to solicit and contract with only one source, Cummins, Inc., under the authority of FAR 13.106-1(b)(1)(i) on a sole source basis. Interested parties may identify their interest and capability to respond to the requirement and submit quotes. This notice of intent is not a request for competitive quotes. Determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Norfolk Naval Shipyard (NNSY), Portsmouth, VA requests responses from qualified sources capable of providing Onan Alternator Replacement identified in the attached Statement of Work (SOW). Period of Performance (POP): December 11, 2023 - January 26, 2024 CLIN Quantity Description Unit Price Total Price 0001 1 Job Onan Alternator Replacement $ $ Shipping and transportation costs shall be included in the quote. System for Award Management (SAM). Quoting vendors must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://sam.gov/. To be considered for this opportunity, all quotes shall be submitted in either Microsoft Word, Excel spreadsheet or Adobe PDF. Quote must include price(s), FOB Destination, a point of contact, name and phone number, business size, and payment terms. An award will be made based on Lowest Price Technically Acceptable (LPTA). Each quote must clearly indicate the capability of the vendor to meet all specifications and requirements in the SOW. Responses to this solicitation are due by 5:00 pm EST on December 1, 2023. Email quotes to heidi.r.brennan.civ@us.navy.mil. The vendor's proposed price will be evaluated on the basis of price reasonableness. All prices must be considered fair and reasonable as determined by the Government. Price quote shall be held firm and valid for sixty (60) days (at minimum). Quote Submittal: In accordance with FAR subpart 45.201, the offeror shall, contained within their response to this request for quote, submit a copy of their internal Government Property Management System Plan to be used in managing Government Property in accordance with FAR 52.245-1. Failure to provide a Property Management Plan may result in disqualifying the Offeror from further consideration. The Offeror's submittal should demonstrate their internal controls (control, use, preserve, protect, repair, and maintain) to protect Government property in its possession. The Government will provide Government Property on a rent-free basis in performance of the contract. The Offeror shall submit its Property Management System in place for the Government's review to ensure it complies with FAR clause 52.245-1(f). Alternatively, the contractor may provide a confirmation letter of an approved Property Management System from Defense Contract Management Agency (DCMA) and/or any Federal Government agency within the 3 years from solicitation issuance date. The Government will evaluate the Property Management Plan (or confirmation letter) submitted to determine whether it is compliant with FAR 52.245-1. If the Offeror does not have a Property Management System in place, the Government will accept an Offeror's plan that shows the intent to comply with FAR clause 52.245-1(f). The plan should include a timeline for implementing a formal Property Management System that will be used to manage Government Property in its possession. The Contracting Officer shall make a determination regarding whether or not the submittal meets the ten (10) elements of FAR clause 52.245-1(f). If the Contracting Officer's determination is that the submittal does not meet the ten (10) elements of FAR clause 52.245-1(f), the Contracting Officer will notify the contractor at award that they have 30 days to submit a corrective action plan. The corrective action plan shall include a timeline for implementation. The completion and submission of the above items will constitute a quote and will be considered the vendor's unconditional assent to the terms and conditions of this solicitation and any attachments and/or exhibits. Failure to provide all of these documents by the required date and time may preclude a quotation from award consideration at the discretion of the Government.
