This RFQ is being issued to establish a roster of qualified heating, ventilation and air conditioning (HVAC) contractors to install approximately 70-100 heat pumps in single-family homes in the Bellevue, Issaquah, Kirkland, Mercer Island, and Redmond area. Members of the qualified roster will receive leads from Energy Smart Eastside on a round-robin basis, and will work with homeowners to design and quote a heat pump solution based on program guidelines. Homeowners will contract directly with the HVAC Contractors for the scope of work, and the contractors will invoice the Energy Smart Eastside program for the work performed. Respondent Questions Due: December 01, 2023 by 5:00 p.m. City Answers to Respondent Questions: December 04, 2023 The term of the Agreement to be on the roster will be from approximately 01/01/2024 to 12/31/2024. Prior to the expiration of the term, or any renewals or extensions thereof, the City may, in its sole discretion, renew the Agreement for 1 period of 2 years, upon the same terms and conditions. The qualified roster of HVAC contractors will support the Energy Smart Eastside Boost program, which funds 100% of the cost of a heat pump installation for qualified low-income residents. A majority of heat pump installations are anticipated to be replacement of gas furnaces, and the intent is that systems are designed to meet the home heating requirements without requiring supplemental heat sources. Installation of approximately 70-100 heat pumps will occur in 2024, with the possibility of additional installations extending from January 2025 to December 2025, subject to the availability of future funding. The City reserves the right to reduce or increase the actual number of heat pumps installations based on community need and response. This RFQ does not obligate the City to pay any costs incurred by Consultants in the preparation and submission of their Statement of Qualifications. Furthermore, the RFQ does not obligate the City to accept or contract for any expressed or implied services.
