Webb County is soliciting Requests for Qualifications (RFQ) for Mechanical Electrical & Plumbing (MEP) Engineering Services for design, development of cost estimates, preparation of construction documents and construction administration for the delivery, installation and startup of a new climate control System for the Webb County's Fairground's exhibition barn facility. This document outlines the requirements, selection process and documentation necessary to submit a Statement of Qualification (SOQ) in response to this RFQ. All interested firms should note that the following is not an all-inclusive scope of work and is subject to change during the negotiation phase after the most qualified firm is selected and officially awarded this formal solicitation by the Webb County Commissioners Court based on qualifications. The professional service phases listed below will be performed by the selected firm for the scope of services stipulated herein. Evaluation Webb County reserves the right to use all pertinent information (also learned from sources other than disclosed in the RFQ process) that might affect the County's judgment as to the appropriateness of an award to the best evaluated Offeror. This information may be appended to the SOQ evaluation process results. Information on a service provider from reliable sources, and not within the service provider's SOQ, may also be noted and made part of the evaluation file. Webb County shall have sole responsibility for determining a reliable source. WEBB COUNTY reserves the right to reject any and all RFQ, to waive informalities in the RFQ process, or to terminate the RFQ process at any time, if deemed in the best interest for WEBB COUNTY. In addition, WEBB COUNTY shall not, under any circumstances, be bound by or be liable for any obligations with respect to this public solicitation until such time (if at all) a professional service agreement has been awarded and all approvals obtained in form and substance satisfactory to WEBB COUNTY, authorized by the WEBB COUNTY Commissioners Court, and then only to the extent of such fully executed terms and conditions. Award Webb County will award the MEP Engineering services to the highest-ranking respondent based on the published weighted criterion and will take the following steps during this process to award and finalize a contract for requested services.
