Town of La Fontaine (Owner) is requesting proposals for the supply of Fire Hydrant Assemblies, and Insertion Valves & Gate Valves, for a planned Distribution System Improvements Project to be bid at a later date. The OWNER reserves the right to conduct discussions with responsible offerors as allowed in Indiana Code 5-22-9. The RFP includes a scoring sheet that lists 13 criteria that will be used to evaluate the proposals. Price of the equipment is one criterion. The Owner reserves the right to reject any Proposals, or all Proposals, or to accept any Proposals or all Proposals, or to make such combination of Proposals as may seem desirable, and to waive any and all informalities in the Proposal process. Any Proposal may be withdrawn prior to the above scheduled time for the opening of Proposals or authorized postponement thereof. Any Proposal received after the time and date specified shall not be considered. NO Proposal may be withdrawn after the scheduled closing time for receipt of proposals for at least thirty (30) days. The Proposal is required to comply with the United States Department of Agriculture, Rural Development Build America, Buy America (BABA) domestic preference requirements mandated by Title IX of the Infrastructure Investment and Jobs Act, 2021. The Act requires the following Buy America preference: All iron and steel used in the project are produced in the United States. This means all manufacturing processes, from the initial melting stage through the application of coatings, occurred in the United States. All manufactured products used in the project are produced in the United States. This means the manufactured product was manufactured in the United States, and the cost of the components of the manufactured product that are mined, produced, or manufactured in the United States is greater than 55 percent of the total cost of all components of the manufactured product, unless another standard for determining the minimum amount of domestic content of the manufactured product has been established under applicable law or regulation. All construction materials are manufactured in the United States. This means that all manufacturing processes for the construction material occurred in the United States.
