The City of Big Flat is interested in acquiring the services of an Engineer to provide the necessary engineering services to design and construct water system improvements: replacing old water mains with new lines project. The project is funded by a federal domestic assistance grant. The total estimated construction cost of the project is unknown at this time. The maximum amount of funds available for an engineering contract may not exceed the standard percentage of construction costs used by the funding source administration guidelines. Requests for funds exceeding the available maximum may be considered by the City of Big Flat based on the merits of the request. Procedures for selection of an Engineer will be in accordance with procurement requirements of the Uniform Guidance. All proposals will be evaluated in terms of experience, performance, and capacity. The type of experiences desired are: Experience with state and federal compliance, experience planning and designing water system improvement projects, experience working on same type projects, experience with field supervision, and experience procuring construction contractors by competitive sealed bid procurement. Performance will be assessed in terms of timeliness, completing work within budget, and quality of work. Capacity will be evaluated in terms of number and type of staff to be assigned tasks, staff experience, and staff time availability. The proposal obtaining the highest total score in the evaluation process will be awarded the contract. The method of Contractor Selection has not been Determined at this time.
