The purpose of this request for proposals is to amend the current City of North Bend 2000-2020 Parks Master Plan related to current recreational needs of the community including addressing areas potentially underserved by the current parks distribution. The purpose of the Parks and Recreation Master Plan is to guide the maintenance, development, and enhancement of the parks and recreation system in North Bend. Parks master plan shall also appropriately reference history and heritage of the area. A duly authorized representative of the firm shall execute the request for withdrawal. Proposal Rejection or Acceptance The City may reject or accept any or all proposals or parts thereof, submitted in response to this RFP. If no acceptable proposals are received, the City reserves the right to reject all and readvertise at the Citys sole discretion. Proposers submitting proposals are solely responsible for the means and manner of their delivery and are encouraged to confirm delivery prior to the deadline. The City of North Bend is seeking a complete master planning document updating its 2000-2020 Parks Master Plan related to its parks and recreation system. Parks facilities include seven properties developed as parks ranging in size from 1.2 to 18 acres, two areas currently undeveloped but designated as park ranging from 2.8 to 15 acres, a boat ramp facility, several small pocket parks, a downtown landscape improvement managed by the Parks Dept. and a Municipal Pool. One of these parks is on airport property, not owned by the City and partially managed while the remainder are fully City facilities. The City of North Bend has base mapping including record drawings (of its structures and significant improvements), GIS mapping and the system shown on topographic mapping from 2005, with 2017 orthophotography (note proposed to be updated in Spring of 2023). A Parks user survey was performed in 2021, along with a partial update of the 2000-2020 master plan, primarily dealing with base demographic information at this point. The contract period resulting from this RFP is anticipated as 8 months commencing November 1, 2024. The method of Contractor Selection has not been Determined at this time.
