Ellis County is seeking qualified consulting firms for preliminary engineering design category 212 and construction inspection category 241 in the category equivalent to the Kansas Department of Transportation's (KDOT) -Roadway and Bridge Construction Inspection for the project listed below. KDOT project 26 C-5261-01 which is a High-Risk Rural Road Grant Project. This project will update Pavement Markings and Signing on Various Paved Major Collectors. Evaluation and ranking of technical proposals shall take place on or about January 5, 2024, after which all firms that submitted letters of interest will be notified of the ranking. Negotiations with the highest ranked firm will commence as soon as possible. KDOT Three-Party agreement will be created and sent for signatures as soon as an acceptable proposal and estimate are submitted. Ellis County is seeking a consultant to provide preliminary engineering design and construction inspection services for the Ellis County High Risk Rural Road Project. The work includes but is not limited to updating Pavement Markings and Signage. No Passing zones will be determined through a method capable of complying with MUTCD requirements. New "No Passing" pennants will also be installed where needed or existing "No Passing" pennants will be relocated if the analysis determines that relocation is necessary. Technical proposals will be evaluated based on the factors listed below to rank the most qualified firm in order of preference as first, second, third, etc. If determined necessary by Ellis County, a Preliminary Review Committee will be formed to reduce the number of firms evaluated to no fewer than three (3) and no more than five (5). Reasons for exclusion from evaluation will be size and/or qualifications; experience of personnel available for project; current uncompleted work or distribution of work; performance; no response from firm; or other reasons. Firms excluded from the short list will be notified as to the reason for exclusion. This is a KDOT project using KDOT funding. A standard three (3) party agreement will be utilized with special attachments for the Kansas "Tax Clearance Certificate", the "Certification of Final Indirect Costs", and the "Policy Regarding Sexual Harassment".
