When the word Contractor occurs, it shall apply to any firm or individual having a direct contract with the Owner. When the word Subcontractor occurs, it shall apply to any firm or individual having a direct contract with the Contractor. All bidders are advised that the law concerning prevailing wage rates shall comply with all requirements of the Illinois Prevailing Wage Act.
