Construction of a new Transit Protection Program Facility using a design-bid-build delivery method. The work includes construction of a general-purpose berthing pier, a trestle with controlled access, floating small craft berthing piers, wave attenuators, an operational storage facility with trailered boat parking, compressed air systems, a guard shack, Marine Gasoline (MOGAS) and Diesel Fuel Marine (DFM) distribution systems, and a MOGAS storage system. The project supports Transit Protection Program and Naval Submarine Base missions for more than twenty vessels of varying sizes. All permanent facilities and infrastructure shall be designed and constructed for a 50-year service life. The scope requires phased construction and the provision, maintenance, and eventual removal of temporary small craft berthing and associated utilities to ensure uninterrupted operations during demolition and construction. The project also includes Advanced Metering Infrastructure, Supervisory Control and Data Acquisition systems, and cybersecurity for utilities, and incorporates Anti-Terrorism Force Protection features in compliance with Department of Defense minimum standards and physical security requirements.
