From the issuance date of this Solicitation until an award is issued, Vendors are not permitted to communicate with any City Staff or Officials regarding this solicitation, other than under the direction of the designated representatives of the City of Rancho Cucamonga as indicated in the solicitation. The City reserves the right to conduct pre-award discussions and/or pre-Contract negotiations with any or all responsive Vendors who submit solicitation responses. The right is reserved, unless otherwise stated, to accept or reject all or any solicitation responses, or any part thereof, either separately or as a whole, or to waive any informality and to split or make the award in any manner determined by the City to be in the best interest of the City. The Vendor is solely responsible for ensuring that the complete solicitation response is received by the City in accordance with the solicitation requirements, prior to the date and time specified in the solicitation, and at the place specified. The City shall not be responsible for any delays in mail or by common carriers or by transmission error or delays or missed delivery.
