Scope: The City of Columbus, Department of Public Utilities is receiving bids for construction of the Division of Water's Rome-Hilliard West Tank Painting Improvements, the work for which consists of abrasive blasting and recoating of the entire exterior, the ceiling of the interior wet, as well as spot repairs in the interior dry, and other work as may be necessary to complete the contract, in accordance with the drawings, technical specifications, special provisions, and City of Columbus Construction and Material specifications set forth in this Invitation For Bid Question Deadline 01/12/2024. City of Columbus MBE/WBE Program: This project is subject to the requirements of the City's MBE/WBE Program. The MBE/WBE goal assigned to this project is 0.0%. The contract will be awarded to the lowest, responsive, responsible, and best bidder. City certified MBE/WBE firms that submit a proposal may be eligible to receive a bid discount of 5% of the bid amount up to a maximum discount of $50,000.00. To be eligible for the bid discount, the firm must: Be the prime contractor. Be certified by the City's Office of Diversity and Inclusion as an MBE/WBE capable of providing the type of construction services sought by the City at the bid due date. Be a member of the ethnic and gender groups determined by the City's 2019 Disparity Study to have a statistically significant disparity in the awarding of City construction contracts. This 2 million gallon (2 MMG) elevated fluted column steel water storage tank is located at 1098 E Hilliard Rome Rd, Columbus, Ohio 43228. The Rome Hilliard West tank was constructed in 1970. The overflow water level for this tank is 132 feet above the top of foundation. The tank bowl has a 40 feet head range. The diameter of the fluted column is 75 feet and the bowl diameter is 100 feet. There is a limited amount of paved and unpaved area inside the fenced yard to stage this work. City of Columbus access to the Rome Hilliard West Tank must be maintained throughout the project. Storage of materials in the tank base is prohibited. The Contractor shall be responsible for providing electric power at the site. b. Work at this location will include removal of existing coatings and application of a new coating system (exterior, interior wet ceiling only and interior dry spot repairs only). Surfaces to be coated shall be prepared as follows: o Exterior - with full containment: SP-6 Commercial Blast Cleaning (exterior, with full containment), o Interior wet roof area: SP-5 White Metal Blast Cleaning o Interior dry area floor (top of condensate ceiling) and walls: SP-3 Power Tool Preparation c. The Contractor shall provide all labor, material, tools and equipment required to remove the existing coating and paint on all designated exterior and interior surfaces of the Rome Hilliard West tank (See Schedules A - E).
