West County Wastewater District ("WCW") is soliciting quotes from qualified firms to provide Sewer Lines Replacement including furnishing all labor, equipment, materials and services specified for the construction of West County Wastewater Project , Lower San Pablo Phase-01 Sewer Replacement in conformance with the approved Contract Documents (the "Project"). The work covered by this contract will be performed in San Pablo, and unincorporated Contra Costa County. The work includes, but is not limited to, the following: 1. Obtaining all permits and providing all necessary materials, supplies, equipment, services and personnel, to adequately carry out or complete the Project. 2. Remove and replace 163 LF of existing 6" sewers with 8" PVC C-900 if by open trench or HDPE SDR-17 if by pipe bursting on private property. 3. Remove and replace 10 LF of existing 10" gravity sewer main with 10" PVC C900 pipe by open trench in public right-of-way. 4. Remove and replace 373 LF of existing 15" gravity sewer main with 18" HDPE SDR-17 by pipe bursting in public right-of-way. 5. Remove and replace 415 LF of existing 10" gravity sewer main with 18" PVC C905 by open trench within easements on private property. 6. Remove and replace 92 LF of existing 10" gravity sewer main with 18" PVC C905 by open trench in public right-of-way. 7. 20 sewer lateral re-connections and removal and installation of 14 manholes. 8. Performing work site cleanup duties, including, but not limited to removing all debris and placing materials, supplies and equipment prior to leaving the site daily. 9. All other work as shown and specified in the Contract Documents as further described in Exhibit A of this RFQ. West County Wastewater District have identified segments of pipes which needs to be replaced within the City of San Pablo through its Master Plan 2014 either by Pipe Bursting or Open-Trench Technologies. This RFQ does not obligate WCW to award a contract or pay costs incurred in the preparation or submittal of any quote. A Vendor may withdraw its Quote before the expiration of the Quote due date and time without prejudice to itself by deleting it from the eProcurement Portal. Question Deadline 01/24/2024 at 2:00 PM PT Questions and/or Requests for Clarification regarding this RFQ must be submitted Electronically no later than the date and time. Any interpretation, change, or correction to this RFQ will be made by written addenda only, duly issued by WCWs authorized personnel. All such addenda will be posted Electronically . After contract award, the successful Contractor must provide a payment bond in the amount equal to one hundred percent (100%) of the Contract Price and issued by a California admitted surety. Full compensation for furnishing the payment bond is included in the Total Bid Price. Performance Bond. After contract award, the successful Contractor must provide a payment bond in the amount equal to one hundred percent (100%) of the Contract Price and issued by a California admitted surety. Full compensation for furnishing the performance bond is included in the Total Bid Price. WCW intends to award a contract for One (1) Year term for Lower San Pablo Phase-01 Sewer Replacement Project. The successful Vendor, if any, must provide such equipment, materials, and supplies as further described in the Scope of Work. The only bids that will be considered must be signed by the prime contractor who proposes to undertake the work and who is properly licensed in accordance with the Contractors License Law as provided beginning at Section 7000 of the Business and Professions Code of the State of California. The valid license(s) required for the work as follows: Class A (General Engineering Contractor), Class C-34 (Pipeline Contractor) or Class C-42 (Sanitation System Contractor). Each bid must be submitted on the forms furnished within the Contract Documents and must be accompanied by a certified or cashier's check or bidder's bond for an amount not less than ten percent of the aggregate total bid. The Contractor may substitute securities for any funds withheld to ensure performance under this Contract pursuant to Section 22300 of the California Public Contract Code. The Districts Board of Directors reserves the right to reject any or all bids for the work and waive any non-material irregularity in bids received.
