San Bernardino County, Project & Facilities Management Department (County), is seeking Proposals from interested and qualified Proposers to provide emergency response, preventative maintenance, repairs and support of electrical systems in four (4) detention/rehabilitation centers and the County Government Center. Questions and proposals will not be accepted by email or facsimile (not bid questions). Proposals must be submitted electronically through the County Electronic Procurement Network (ePro), or via (Paper) hard copy with original signature submitted to the address indicated above. All Proposers must register with the ePro system prior to the date and time to submit the proposal or they will be disqualified. Services to be provided under this Request for Proposals (RFP) are outlined under Section V, Scope of Work. The Contract period will be for a maximum of 5 years beginning on March1, 2024 and ending on February 28, 2029. The San Bernardino County Project & Facilities Management Department - Facilities Management Division (PFMD) is requesting a bid for services to provide emergency response, preventative maintenance, repairs and support of electrical systems at its detention/rehabilitation centers and Government Center located at: o Central Detention Center - 630 East Rialto Avenue, San Bernardino, CA 92415 - 171,941 sq. ft. o High Desert Detention Center - 9438 Commerce Way, Adelanto, CA 92301 - 535,165 sq. ft. o West Valley Detention Center - 9500 Etiwanda Avenue, Rancho Cucamonga, CA 91739 - 1,066,474 sq. ft. o Glen Helen Rehabilitation Center - 18000 Institution Rd., San Bernardino, CA 92407 - 118,332 sq. ft. o County Government Center - 385 North Arrowhead Avenue, San Bernardino, CA 92415 Licenses, Permits, and/or Certifications Provide copies of all licenses, permits and/or certifications in Attachment C as required under Section X. TERMS AND CONDITIONS Paragraph A, 21. The Services requested under this RFP include "public works" and "maintenance" services as defined in the California Labor Code. Under Labor Code section 1725.5 Consultant must be registered with the Department of Industrial Relations (DIR) at the time Consultant submits a Proposal. Include Consultant's DIR registration number on Attachment C and the DIR registration number of all subcontractors who may be performing "public works" and "maintenance" Services if a Contract is awarded to Proposer. The County estimates a budget of between $350,000 and $400,000 for completion of this work *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
