MnDOT requests proposals for determining a cost driven Transportation Maintenance and Operations Distribution process. MnDOT maintains and operates assets on approximately 12,000 miles of State-owned Trunk highways. Responsibility for these assets lies within each of MnDOT's 8 transportation districts. Funding that is available for maintenance and operations (M&O) is distributed to districts based on a formula developed several years ago that doesn’t fully reflect changes in both infrastructure approaches (e.g., roundabouts, additional multi-modal facilities) and operational systems (e.g., cable median barrier, use of liquids for snow and ice operations). The goal of this project is two-fold. The first objective is to develop a maintenance and operations distribution formula and surrounding business process to direct district formula distribution results. The second objective is to determine total maintenance operations funding needs and the gaps in current funding levels. To achieve these objectives, it will be necessary to build a shared understanding and consensus among stakeholders and utilize agency asset and maintenance and operations data. The estimated project length is 12 months.
