Background & Technical Environment Salem-Keizer Public Schools, Oregon School District 24J, located in the cities of Salem and Keizer, is the secondlargest school district in Oregon, educating over 39,000 students. The District has a dual 10 Gb dark fiber Wide Area Network (WAN) that interconnects 74 sites. An additional 9 sites connected through lit fiber that varies from 200Mb to 1Gb. The District uses BGP as its primary routing protocol between sites. The network traffic is routed through network switches to one of the District's two datacenters. The District has two 10Gb ISP connections, one in each datacenter. Each location has its own Local Area Network that connects to the WAN through its Main Distribution Frame (MDF) The District's current environment has a number of vertically wall mounted WAPs. Installers will change most of those vertical WAPs to be mounted horizontally instead, using 90-degree brackets. The current switches available in the District's network closets will limit the power provided to each access point to 30 watts. Future switch replacement will allow a greater power budget available to power these devices. The District currently has two secure SSIDs for internal traffic, 802.1x and PSK. We use Windows NPS for 802.1x authentication. We have an open SSID for guest traffic that is segmented from the internal network. The internal wireless SSID has an average of 6,000 concurrent connections every day while the guest network has an average of 70,000 concurrent connections. Scope of Work The successful proposer shall provide the following services: Upgrade SKPS to Wi-Fi 6E by adding wireless access points and replacing all existing equipment. Support and licensing Contract resulting from this RFP will have an initial term of five (5) years. The Contract may be extended by written agreement for an additional two, one-year extensions through 2031 for a total potential Contract term of seven (7) years. Installation is requested for Wi-Fi 6E capable access points with an enterprise management system. Enterprise management system is defined as a management platform that provides a single point of control for managing the wireless network with network monitoring, historical connection data, and analytics. Access points must meet a minimum capability specification of 4x4 antenna for 5GHz and 6GHz band. Access points must operate a minimum of 2x2 for both 5GHz and 6GHz band when powered with a single 30-watt connection (POE+). Wireless access points and management system will be configured by the successful bidder. 3 SSIDs will be created, the first using 802.1x authentication, the second using PSK authentication and the third with no authentication. Wireless traffic should be load balanced between both datacenters and ISPs. The SSID with no authentication or "Guest" SSID, shall be configured to be completely isolated from the internal network. 3250 WAP installations will be a replacement of existing access points with no additional wiring needed. 319 WAP installations will require additional wiring. For installations that require additional wiring, CAT 6A cabling will need to be run from the Intermediate Distribution Frame (IDF) in the closest proximity to the WAP and terminated in a biscuit above the ceiling. Blue CAT 6A patch cables will need to be provided and run to the Access Points from the Biscuit. Termination of run in closet will need to be compatible with Leviton QuickPort patch panels. Assume an average run of 200 ft for pricing purposes. 221 access points in gyms and other activity areas will need to have plastic protective covers provided during installation. Access points will be labeled with laminated label tape and district provided asset tag using the district's labeling standard. Installation of additional patch panels may be required in the IDFs at some of the locations. Installation can utilize existing pathways, J-hooks, cable trays, etc. where available. Installation of WAPs will include all mounting hardware necessary to securely mount the WAP on ceiling grid or on wall with WAP horizontally mounted. 676 wall mounted WAPS will need to be mounted horizontally when replaced. WAPs mounted in Gyms and other areas of high activity will remain vertically mounted. Installation and Access Points should be bid on separate lines, as indicated, however both lines are required for bid. Products proposed by vendors must be E-Rate eligible. If proposed products differ from those requested below, please provide documentation to show their equivalency to the requested products. Work and product bids for ERate eligible and non-eligible sites are required to be separated out in bid. All work will need to be completed by E-Rate funding year 2024 deadlines and installation will need to work around the activities and programs held in each building. Service windows are not guaranteed to be during daytime work hours. Each pallet needs to be labelled with contents including quantity for receiving purposes.
