Demolition, site work, paving and new construction of a mixed-use development in Zillah, Washington. Conceptual plans call for the demolition of a bridge / tunnel; for the construction of a bridge / tunnel; for site work for a bridge / tunnel; for paving for a bridge / tunnel; sidewalk / parking lot; and sidewalk / parking lot.

As of August 22, 2025, this project is in the design phase ,but has been abandoned because it was defunded. Construction should begin in November. The City of Zillah is inviting Statements of Qualifications from firms interested in providing professional engineering design, bidding, and construction services for a Washington State Department of Transportation Local Bridge Program-funded project including, but not limited to, the following project: Zillah Heights Road Bridge Replacement Project Project Description: Reconstruction of the bridge. The 40-foot-wide structure will include bridge barriers, 5.75-foot sidewalks at least on one side, and 11.5-foot travel lanes. Replacing the timber structure with a spread footing with cast-in-place abutments and prestressed, voided-slab girders. The Consultant will perform work that will include but may not be limited to: Topographic and boundary surveying Roadway/Bridge design Geotechnical investigation and report Preparation of WSDOT's NEPA Categorical Exclusion form, SEPA, and all required disciplinary reports and investigations. Coordinate with landowners, tribes, utilities, USBR, WSDOT, and FHWA and any other interested parties. Identify and prepare all Local Agency, State, USBR, and Federal permits that will be required. Identify and prepare all right-of-way needs, including temporary construction easements. Provided complete design services including computations, contract plans, specifications, and cost estimate (PS&E) package. Bid and construction management. Review and support for shop drawings and construction material submittal. Statements of Qualifications shall be limited to twenty (20) pages and shall include the following information: key personnel; firm experience with PS&E; familiarity with the City of Zillah and/or other similar municipalities; familiarity with WSDOT/FHWA standards and NEPA process; ability to meet schedule, DBE approach and commitment, and past performance/references.
