Renovation of a water / sewer project in Woodstown, New Jersey. Completed plans call for the renovation of a water / sewer project.

Document Notes : Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. Each Bidder must purchase the Bidding Documents from the issuing office in order to submit a bid. Bids must be submitted on the forms provided within the documents in the manner designated therein. Bidders' questions are requested by January 25, 2024. All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. The Borough of Woodstown is proposing to replace approximately 1,105 residential water meters and electronic transmitters within existing meter pits generally located on each property along the street frontage and behind the curb. The Borough of Woodstown is purchasing the meters and electronics directly under a separate purchasing contract and will provide them to the installation Contractor for installation. This Contract is being bid in accordance with local public contract bid laws and Bidders shall comply with the Local Contracts Law, N.J.S.A. 40A:11-1 et seq. Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, as indicated in the Bid Form. The Owner will award the Contract to the lowest responsible Bidder. Bids must be accompanied by a Certificate of Surety from an acceptable surety and a bid security in the form of a certified check, cashier's check or bid bond payable to the Borough of Woodstown in the amount of ten percent (10%) of the total bid amount but not in excess of $20,000.00. Certificate of Surety shall be written by a surety company listed on the United States Treasury Department Circular 570 and the New Jersey List of Approved Surety Companies. The Contract, if awarded, will be to the lowest responsible bidder whose bid proposal conforms to the requirements set forth in the Contract Documents. The Borough of Woodstown will award the Contract or reject the bids within sixty (60) municipal days after the date of the bid opening. The Undersigned acknowledges receipt and review of all the Bidding Documents, listed by number in the space below, and is verifying that the submitted Quote Amount includes ALL items. The BROOME DDSO is seeking quotes for the above referenced project (see attached specifications). If you are interested in submitting a quote on this project, a SITE VISIT is MANDATORY and should be scheduled with the project manager listed below. You must sign into the site visit for your bid to be valid. Contractors must arrive to the site visit on time as late arrivals will be ineligible to submit quotes. Please write clearly for corresponding purposes and make sure your email address is clearly written. Contractors are encouraged to ask questions regarding the specifications of this project at the site visit. The purpose of asking questions during the site visit is to obtain clarification to the enclosed Project Scope. In the event that modifications are needed to the Project Scope, the modifications will be distributed by the BRMDDSO Business Office to all contractors. Contractors are to prepare and submit their quotes based on the written Project Scope and any modifications made in writing. Should there be any reason the contract cannot be awarded within the specified period, the time may be extended by mutual agreement between the Borough of Woodstown and the bidder. All bidders are required to provide a copy of the contractors and subcontractors business registration certificate(s) issued by the Department of the Treasury in accordance with Section 1 of P.L. 2004, c.57 (C.52:32-44). All Contractors and subcontractors must also comply with the "Public Works Contractor Registration Act" (P.L. 2203, c.91); and P.L. 1977, c.33 (Disclosure of Ownership). The successful bidder shall also comply with the provisions of the New Jersey Prevailing Wage Act, Chapter 150 of the Laws of 1963, effective January 1, 1964. The successful bidder must furnish a Performance Bond and Payment Bond, each in the amount equal to one hundred percent (100%) of the contract price. Said bonds must be in a form acceptable to the Borough of Woodstown and be issued by a surety authorized to do business in the State of New Jersey. Pursuant to N.J.A.C. 10:5-33: "Bidders are required to comply with the requirements of P.L. 1975, c.127." This includes compliance with Affirmative Action requirements pursuant to Public Law 1975 C. 127 (N.J.A.C. 17:27) as revised and amended to date. The successful Bidder must also furnish an Initial Project Manning Report (AA201) upon execution of the Agreement. Contractor is advised of the responsibility to file an annual disclosure statement on political contributions with the New Jersey Election Law Enforcement Commission pursuant to N.J.S.A. 19:44A-20.13 (P.L. 2005, c271, s3) if the contractor receives contracts in excess of $50,000.00 from public entities in a calendar year. It is the Contractor's responsibility to determine if filing is necessary. Additional information on this requirement is available from ELEC at 888-313-3532 or at www.elec.state.nj.us. The Borough of Woodstown and the Engineer reserve the right to require a complete financial and experience statement from the prospective bidders showing that they have satisfactorily completed work of the nature required before furnishing proposal forms or specifications, or before awarding the contract. The Borough of Woodstown reserves the right to reject any and all bids in whole or in part, and to waive any informalities or minor defects therein, should it be deemed in the best interest of the Borough of Woodstown. The right is also reserved to increase or decrease the quantities specified in the manner designated in the specifications. A Pre-Bid conference has not been scheduled for this project.
