Avon Lake Regional Water is a governmental agency exempt from all local, state, and federal taxes. Firms shall be responsible for the collection of and payment of all sales and other taxes that may be applicable. Any person who submits, or attempts to submit, qualifications is solely responsible for the method of submission and assumes the risk that the qualifications may be delayed or not received by Avon Lake Regional Water, whether by reason of equipment malfunction, human error, or any other cause whatsoever Avon Lake Regional Water intends to complete a comprehensive master plan for the water filtration plant and water distribution system. Growth patterns of the Avon Lake water system over prior decades have been unprecedented with major filtration plant and/or distribution improvements occurring at less than decade intervals. At the present time the water system provides potable water to portions of 7 counties and nearly 250,000 residents via one 50 million gallon per day water filtration plant. It is imperative that a comprehensive study observes population growth patterns not only in the current service area, but in potential future areas of service. As an example, the Rural Lorain County Water Authority receives water from Avon Lake Regional Water. This service area is one of the fastest growing communities in northern Ohio. Another example is the potential for large industrial manufacturing facilities in Lorain County. Having economies of scale readily available to meet the needs of these large water-dependent manufacturing facilities is paramount. At a minimum, three specific scenarios shall be included in the master plan. 1. Capacity expansion of the existing WFP 2. Construction of new WFP outside of Avon Lake 3. Capacity expansion of the existing WFP and construction of new WFP outside of Avon Lake Growth patterns through industrial consumption, residential population growth, and wholesale contracts should be determining factors in projecting capacity needs of the water filtration plant, water distribution system, and ETL pumping and transmission lines. As the study progresses and theoretical production projections are generated (for average day, peak day, etc.) such projections shall be utilized to determine the target capacity of the water filtration plant. Depending on the data formulated it may be necessary to have one or more water filtration plant expansions during the timeframe outlined in the master plan. Expansions of the water filtration plant must consider adequate capacity, excess capacity, best available technologies, physical space requirements, and treatment alternatives (if any) to achieve the same end goal. Data on the existing water filtration plant and individual component capacities will be available to the consultant awarded a contract for the project. The age and condition of existing infrastructure is known, and such data would be available to assist in determining potential timing of upgrades, expansions, or modifications. As future production volumes are studied and predicted it must then be scrutinized against existing underground infrastructure (water mains) to determine if existing water main sizing is sufficient. If sizing is not sufficient, identify alternatives such as replacement with increased size, additional main, etc. The known age and condition of existing mains will be useful in this effort. This effort includes the underground and aboveground assets of: Avon Lake distribution system, ETL suction line, ETL1 discharge line, ETL2 discharge line, Island Road Pump Station, Island Road Water Tower, ETL1 Pump Station, ETL2 Pump Station. Appropriate system storage must also be studied once production projections are completed to ensure adequate reserves are maintained to satisfy identified demand and state and federal regulations. This shall include the Avon Lake distribution system and the ETL transmission and distribution lines. Upcoming and current regulations on both the state and federal level shall be factors in determining the above needs and capabilities, if applicable. Developing a Capital Improvement Plan (CIP) is a component of the study and shall be accounted for in the scope of services. Developing/updating the CIP for five (5) and ten (10) year planning purposes is necessary Avon Lake Regional Water reserves the right, in its sole discretion, to negotiate or to reject any and all qualifications and parts of any and all qualifications and waive all technicalities. This meeting will be in-person and there is not a virtual option. Firms must comply with all applicable federal and state laws and regulations pertaining to Equal Employment Opportunities.
