Site work and paving for a road / highway in Rochester, Minnesota. Conceptual plans call for site work for a road / highway; and for paving for a road / highway.
The City of Rochester is seeking proposals for architectural and engineering services for conceptual and final design and permitting of a park and ride facility and transit stop located on Broadway Avenue North. The current North Broadway Park and Ride is leased and will be terminated when the new park and ride is built. The City will construct a park and ride facility adjacent to Broadway Avenue North to provide park and ride opportunities and general parking for activities in the area as the park and ride facility will be adjacent to a recreation center and senior active living center. The Rochester Recreation Center is one of three, 50 meter indoor pools in the state of Minnesota and as such, hosts many state and swimming events, drawing hundreds of visitors to the facility. The Rochester Recreation Center also shares a parking lot with 125 LIVE, a facility for senior and active living that has over 4,000 members. A conceptual site design will provide a basis for detailed design, engineering, and permitting needed to construct the project. See Exhibit A for map of proposed facility location. The conceptual & final design is for a lot and deck combination structure that will provide approximately 200 parking spaces. The most advantageous access for cars, pedestrians and bus patterns shall be determined. The design should also include rider amenities such as shelter(s), benches, proper lighting, security cameras, etc. The new Broadway Avenue North Park & Ride will help support the City's goals of increasing transit ridership, reducing single occupancy vehicle use, and curbing greenhouse gas emissions through transportation mode shifts. The facility will also help provide greater opportunities for workers and visitors to travel to downtown Rochester by bus, eliminating vehicle miles traveled. The facility will make bus use a more attractive transportation option overall. The Broadway Avenue North Park & Ride project aligns with the City of Rochester and Rochester Public Transit's 2022- 2026 Transit Development Plan. The project also aligns with the City's adopted goal to reduce greenhouse gas emissions by 30% by 2025 and an 80% reduction by 2050. The scope of work for this project includes project management, public involvement, preliminary layouts, final construction plans, special provisions, construction estimates, bidding documents, and right-of-way assistance. The Consultant's proposal should include the following tasks: 1. Contract/project management 2. Coordination 3. Geotechnical studies 4. Surveys and mapping 5. Traffic study and bus pattern plan 6. Utility and storm water management design 7. Environmental documentation and permits 8. Easement/right-of-way services 9. Final design and documentation 10. Construction administration Responders are encouraged to propose additional tasks or activities if they will substantially improve project results. These items should be separated from the required items on the cost proposal.
