Project Background: Spring Lake Park Reserve in Rosemount, MN is one of the most culturally rich of Dakota County's parks. The land has been occupied by native peoples for millennia and Europeans since the 1800s. The park now contains paddocks which hold a small herd of American Bison. The park's Master Plan calls for the development of several program elements between Pine Bend Trail and the Minnesota River along Fischer Avenue. These elements will give visitors access to the river itself while supporting existing trails and amenities including the bison herd. The next scheduled site development element is the Fisher Avenue Trailhead. This trailhead will provide access to the National Park Service's Mississippi National River and Recreation Area (MNRRA) and the Dakota County Mississippi River Greenway (MRG), which has recently been renamed the Mississippi River Trail (MRT). The MRT serves as the non-motorized route for the parallel Great River Road. This project will be the first phase of improvements. Future phases will include a MN DNR boat launch, an interpretive center, an expanded parking lot and additional soft trails. 2. Project Description: This project will start with a confirmation of the Master Plan, see Attachment Q, elements planned for this area so that the trailhead can be properly sited and not interfere with future planned construction. Once sited, the proposer will focus on completing design in 2024 for bidding and construction in 2025. The trailhead has three components: a) A building which contains year-round toilet facilities integrated with covered picnic space. b) An upgrade to Fischer Avenue ending in a new parking lot with bus drop off lane. The lot will be designed to be expanded to support future projects. c) A new paved trail which connects to existing paved trails in the park and forma a Bison Range interpretive loop. The design process will include the customary Schematic Design approval by the Dakota County Board of Commissioners as well as a Design Development level submission of documents to MN Department of Transportation State Aid for approval. These approved "60% documents" will be further submitted to the Federal government for funding aid approval. More specifically, the trailhead project serves as a destination for people traveling along the Great River Road, providing access to Spring Lake Park Reserve (SLPR), its trail network, and amenities such as the newly opened Bison Range, see Attachment P. The facilities will also incorporate features including charging stations for electric bicycles and wheelchairs, pedestrian scale lighting, trash/recycling receptacles, benches, wayfinding signage, and interpretive elements. Dakota County is seeking proposals for professional design services for the Fischer Avenue Trailhead near the Bison Range at Spring Lake Park Reserve. The scope includes confirmation of master plan elements as well as the trailhead complete design and construction. The trailhead will include a building for a picnic shelter and restroom, a parking lot with bus drop-off, and a new paved trail. The site has rich cultural resources and nature resources to be considered during design.
